To install electricity you must only use SWA cables.
Running the SWA cable below ground is the preferred option as it will hide ugly wires. Building regulations require that if you do decide to submerge your wires they need to be at least a yard below the surface. To operate typical workshop tools you will need plenty of direct sunlight hitting your solar panel during the day.
